They are out of new work at this point. I've got a few running, but all are resends.

got my first one complete. I had to join a team by searching for Country rather than name (thanks Al)

I was not able to download the project. Should I download BOINC again?

I was able to do it. First I created an account with the project, then I added the project via BOINCtasks by pasting the projects url in the field meant for that (it's not yet on the list for obvious reasons).
I bet you can do the same in the BOINCmanager.

Explain what you mean? "not able to download the project" is too vague.

I have been told that my email is already in use, so I figured OK they signed me this morning. When I used that email to sign in and my password, I was told one of them is invalid.

Teams on project seems a tad flaky. Took a few log on's /off etc before I could actually create team. Haven't managed to secure a task yet so can't comment on how they run.
@Miklos M It's a new project so as in the new projects blurb, don't expect too much. Most of them that I set up teams on etc, never get very far and vanish pretty quickly. My list of projects is littered with such 1 task wonders. Currently project has no work, and no forum. It may have more or it may just die.
Look at kryptos for example. It ran for a while and then just closed. I guess the guy got what he wanted for project and then just shut it down without so much as a thank you to the volunteers.

Looked for it in the boinc manager, and did not find it. I tried to join.

You definitely need to keep a tickler on this project. Work gets released intermittently and gets sucked up pretty fast. I've had pretty good luck getting more than my share, but that was before it became a Marathon project. Fortunately I only need about 150k to hit my goal then I am done.
