The admin posted on the forum today that the project is alive, well, and there will be new batches of work coming. They are going to contact BStats and have it moved to the active list.
I don't know about account creation, but I got a few WU today.

BOINCstats has re-enable the project. However Account creation is disabled on the project both through BAM and through the project page.
Could someone with an account there post and tell them there is no point having a project if people can't join it.

Weirdly the same as when I joined dDM. Made account on one system which would then not give me the option to join TSBT. Logged on with a different system and then had the option to join the team. Anyhoo, job done. Lets see if I get any units ......
