#1 Problem doing remote connection to Win 8.1 BOINC client

I have a BOINC client running on Win 8.1 64 Pro machine that's not part of a domain, just a home network using the same workgroup name as our other PCs. I can connect to the client with BOINC manager locally on the Win 8.1 PC, but I can't connect to the Win 8.1 client using a BOINC manager running on any other PC, all Win 7. I have the password set in the gui_rpc_auth.cfg file and the other PCs IP addresses in the remote_hosts.cfg file. I restarted the client on the Win 8.1 PC, it doesn't have a firewall running. What am I missing? Do I need to use the IPv6 address?
