The latest Linux Kernel 4.20 has a major slowdown on Intel CPUs (30% or more). AMD processors aren't affected.
An intentional kernel change for better mitigating against Spectre is the latest reason why the Intel Linux performance is much slower

The point, if you are running Mint 19 on a Intel CPU DO NOT upgrade to version 19.1 when it become available.

That would also mean stay away from the latest Ubuntu release for Intel CPUs.

Just switched everything over to Ubuntu 18.10

Have I hit this new kernel? How do I tell?

If that is the latest then yes it would be the bad kernel. I read something that the performance hit was so pronounced they decided to back off and make the Spectre fix optional. Since I'm running Mint 19 and not 19.1 I haven't investigated any further.
