Is it possible to identify someone's precise location using an IP address? Not just the city but within 500 feet? Not cell signal either. IP address using a facebook messenger app?

no - at best you can obtain the approx location of their ISP

I get often traced to being in the Hague, or in Noordwijk. Seldom to Leiden -but steadily more often...

No, unless you have a physical static IP that is registered to the address. Otherwise normally you get the address of your providers node. If you use a VPN it's impossible. For example this laptop will show as either Aberdeen for the rig or Houston for my works VPN.
The best form of help from above is a sniper on the rooftop....
